create dialog loading forever

I encounter this problem - "create dialog loading forever" after upgrade to latest confluence server (6.15.6) with postgresql 9.6. i also cross checked google and atlassian community , can't find solution for my case although someone might having similar issue but i can't see the same error from my log file.
