Welcome to the Atlassian community!!
To create an attachment, excel or any other, click on the 'Insert files or images' or press 'Ctrl+M' which will open the dialogue box from where can navigate to the file location and upload as an attachment to the confluence page.
Please refer to the screenshots.
Also, you can use the Attachment macro, which will create a list of all attachments. The below screenshot shows the output for both options.
