You can deactivate an add-on, however, it will be temporary. As the documentation says, if you disable a paid add-on in a cloud instance, UPM(Universal Plugin Manager) automatically reactivates the add-on within a month.

Also, if you don't want to use it anymore, you may need to unsubscribe the add-on rather than just disabling it.
