Based on the message you are specified as the Billing Admin for an Atlassian Cloud product subscription. Another person needs to be made a Billing Admin for that subscription, or the subscription cancellation process needs to be completed.
You should be able to determine the product(s) for which you are a Billing Admin by going to https://admin.atlassian.com . There you will be able to access any Organizations where you are an Organization Admin or a Billing Admin. Select the available Organization(s) and review the Billing section for product subscriptions. Review the Billing information to find where you are listed as a Billing Admin.
If you find that you are associated with an active subscription, either the subscription needs to be cancelled or another Billing Admin needs to be specified.
If the subscription cancellation has already been submitted, be advised that there are grace periods that must expire before the cancellation is fully processed. Refer to this documentation for more information on those time periods.
