Hi,

We purchased a 10 users license. If the user number has reached 10, can I disable a user temporarily and let others register? Can I disable the newly registered account and re-enable the old ones? Are there any potential issues I should know?

Yes you can disable  a user temporarily, in fact it is better to disable the user rather than delete.  If you delete the user then all their content goes with it.
