healthcheck fails for 'Internal Administrator User'

Error at startup of confluence server:

 

2022-10-14 15:59:20,397 ERROR [Caesium-1-4] [troubleshooting.healthcheck.concurrent.SupportHealthCheckProcess] lambda$getCompletedStatuses$0 Health check 'Internal Administrator User' failed with severity 'major': 'Confluence has an enabled internal user directory, however its administrator account does not exist or is disabled'

 

How can I solve the issue? Does it refer to the "ECHA Confluence administrator" ?

What I can find about the specific user is that is not used:

User admin
Full Name ECHA Confluence administrator
Email blank@echa.europa.eu
Directory: Confluence Internal Directory

Login: Current Failed Login Count: 0

Groups: confluence-administrators

Confluence wants to have an user with admin permission in the local directory. 

So if you have that user, check if it is active and if not, re-activate it.

I have found the following user:

User: admin
Full Name: ECHA Confluence administrator
Directory: Confluence Internal Directory

Created:May 17, 2011 14:42
Last Login: Nov 18, 2022 16:16
Last Failed Login: Nov 14, 2022 15:26
Total Failed Login Count: 1
Current Failed Login Count: 0
Groups: confluence-administrators, confluence-users

So the admin account is active and belongs to internal directory.

Also the confluence is using as first user directory the ACTIVE DIRECTORY SERVER to provide access , the internal directory is second in the list og user directories.

So where is the issue I do not understand...
