I would like to give admin rights to a user to a group. Below are the details:

User name: Tony Perkins

If you are talking about user groups, you cannot give admin rights to users on them.
Users added to a group will be given the same permissions, restrictions, and product access. Only site admins or organization admins can add or remove user groups from Confluence.
I'm not as familiar with Cloud as I am with Server/Data Center, but I'll bet the answer can be found in the documentation under Manage global permissions.
