I have added a label to a few pages, let's name it services. Then, on a different page, I'm trying to add a content by label macro, and was able to select the services label, but the preview says: there is no content with the specified labels.
Also, there's a page listing all labels, and there when I click services, the page says:
This list shows content tagged with the following label: services
there are no pages at the moment.

I repeated what you did above. I added to one page the new label "service". Then I edited in the same space a different page to add the "content by label" macro. In the labels field of the macro I wrote "service". The preview showed me the other page where I added the label before.
So everything is fine - just as expected. There seems to be something different in your environment. Are you in the same space? Have you set up any different permissions?

Yes, I'm in the same space.
Not sure about all my permissions, but since I have edit permission there, that should not be a problem (in my opinion).
although, I repeated the above steps on a different project's confluence and it worked there too.
So now i'm thinking that the confluence my project uses might need an update? it's using version 5.8.16
the other where it works seem to have version 1000.0.0-a37fd8526ad ? bit strange version increase.

of cause this could be a bug fixed in a more recent version. But before you do give this a try:
As Administrator: General configuration -> Content Indexing -> Rebuild.
Sometimes this helps ... just a try.
