It seems to me that the following issue has been resolved with the release 9.1

Is that correct? If yes, is possible to convert already existing pages within spaces having the URL format "Pretty": https://confluence.example.com/display/SPACEKEY/Page+Title
to the new URL format: https://confluence.example.com/spaces/SPACEKEY/pages/pageId/Page+Title
And to set a configuration that forces the new URL format by default converting the old "pretty" format?

Yes, that is correct. Confluence Data Center 9.1.0 has the new format for page URLs.
Page URLs will be automatically converted to the new format during the upgrade to Confluence 9.1.x or later versions, no manual URL conversion steps are required. The new URL format is the default one.
