I have Confluence On Demand and have some Spaces accessible to the public - Anonymous access.
If they do Browse Spaces, they can see and actually open the Templates
Is it possible to block that tab?
Aaah! but if I make it a Global Template instead of a Space Template that works !
Hey Rodney,
Have you tried setting your templates to be space templates, not global templates? https://confluence.atlassian.com/display/DOC/Working+with+Templates#WorkingwithTemplates-Globaltemplatesandspacetemplates
Cheers,
Boris Berenberg

I confirm they are already Space Templates.

Hey Rodney,
Glad you got it working. I would recommend that you open a support ticket with Atlassian and ask about this. It may be something we want to change the behavior on.
Cheers,
Boris
