what will be better platform to work with if we are a team of 2 locations with multipale tasks ? confluence or Jira ?

Certainly Jira is the best choice for project and task management. Confluence is a knowledge base platform, where you can put documents, agendas, reviews, and meeting notes. But for project management Jira is extremely easy for your team to plan, track, release and report

Does someone without Jira account can assign task on Jira for my team ?
If I have a customers within my org but not on my team that wants to assign task to my team, how can they assign it in a way i will see in JIRA?

anonymous users are able to work with Jira and create tickets.
Also the other members of organization (as users of your project) can create issue.
unfortunately I don't know about SIM ticketing integration.

I think Jira is better for managing your tasks in a team and you can create subtasks for all your tasks and manage them together and have so many features with it , because any team can have own tasks and manage them.

I recommend using both JIRA and Confluence for project management. JIRA is an useful tool for tracking tasks, user stories and the team's flow via Kanban. JIRA does a great job of providing visibility to the team's work in an open and transparent manner.
Status reporting, project dashboards, presentations, roadmaps can be presented in Confluence. I use Confluence often to track requirements, elaborate on product designs and then integrate with JIRA.
