When a user tries to reset his/her password a link is sent as expected. Then the user enters his/her new password twice and then the following error message appears:

Hi there. We are currently having the same issue on version 7.13.7 (which has had the same security fix applied to it as 7.18.1)
Atlassian have confirmed that it is an issue, and have raised a bug ticket: https://jira.atlassian.com/browse/CONFSERVER-79041
