Page trees in Confluence seem to be sorted alphabetically by default; it's also possible to create a custom order.
Is there anyway to specify that page lists should be sorted by creation date or by modification date. Or better yet, provide tabs to allow the user to change the sort order?

Yes you could sort Page tree macro. You could arrange the position of the page tree macro by alphabetically, time of creation, time of modification, or postion. For more information please refer to the following documentation.
