switching between languages?

I have Chinese co workers. Is it possible that a user can swap between languages (basically like a multilingual setup on a website)?

Yes. You will need to install the language pack for the languages you want to offer. You can get the language packs in https://translations.atlassian.com/

Once the language pack is installed, Confluence will recognize the language set in the browser and display Confluence in that language. The language can also be set in the user profile.
