unable to create any space- transaction rolled back error

when trying to create a new space it gives the following error.

we can't create that blueprint right now. transaction rolled back because it has been marked as rollback-only.

 tried the steps in this article : Cannot create any space due to an "We can't create that blueprint right now" error | Confluence | Atlassian Documentation but sadly it didn't resolve the issue.

any leads to resolve this
