can not find the entrance of plan upgrade option in general configuration.

Hi! It's in the part "Administration". Try direct link: <confluence_server>/plugins/servlet/troubleshooting/pre-upgrade/

What do you mean by "plan upgrade"? Do you mean you are trying to upgrade the software, or upgrade the number of people you have using it?
