Confluence 5.4 running on Ubuntu 12.04.4 LTS
All data and attachments are stored on Oracle RAC using Oracle Client 11g
Suspect that these zipfiles are connected with uploading attachments to Confluence but filesizes do not match and zipfiles remain on Confluence server long after they have been sent to Oracle.

I agree that backups are not the cause here, but find something odd about the name: download*********.zip for the files. Is there a process that downloads and stores the files in the Database in Oracle RAC across nodes such that it creates the zip, then transfers these to all nodes?
Have you tried downloading one of the zip files to determine the content of the files?
If these are temporary storage only, it might make sense to clear that directory for objects that are over a certain date in age, but the listing makes it appear as though all were created today.
I do not see such files created on Linux normally, but then I do not have an Oracle RAC to test this on locally.

Good idea but I do not think this is the case. Screenshot below are the settings for backup. The directory listing below shows the "offending" files on the server

Hi David,
Are you running daily automatic backups of your instance and storing them in that folder? I would check for scheduled backup jobs and see if the files have a *.tar.gz file extension along with a date format perhaps.
That might indicate that there is a scheduled daily backup job running on the server and dropping files into the <Confluence-Home>/temp directory.
