I cannot change the permissions on every space I create. I need a way for specific logins to be read-only, but after taking all permissions away, this login can still edit Spaces unless I go into each space and restrict them. Is the only solution to use Anonymous Access and then make Spaces publicly accessible? Why can't there be a read-only user that can create their OWN Space, but not mess with ANYTHING else?
You can either set permissions at space level or page level. If you want only read only access then allowing anonymous access is the best way to go. Users can create their personal space as well and setup permissions as required.
