Related Pages - not showing

We have about 1000 pages of content in our Confluence Space. 
We're using the Cloud version.

I enabled Related Pages for all pages in the space.

I don't see Related Pages on almost all of the pages and yet there is a clear relationship between the pages. 
We are using labels.

Any suggestions on how to get the Related Pages Widget to appear in our topic pages?
