As Joshua mentioned - you want to make sure that you have edit permissions on the page or space in order to modify its labels. If you're not able to edit the page itself, then you'll want to check the permissions in Space Tools to be sure you have the right permissions. Have a look below on where you can do that:
Although you mentioned that you're an administrator, there are different levels of administrator. So, if you're not able to access the Space Tools for the given space, then you may not an admin for that specific space. However, Confluence administrators can recover space admin permissions following the instructions found in the article below:
If you're a Confluence Administrator you can recover permissions to a space. This is useful when the only person with Space Admin permissions to a space leaves your organisation, for example.
To recover Space Admin permissions:
Go to
> General Configuration > Space Permissions.
- Locate the space in the list of individual spaces and choose Recover Permissions.
You can then choose Manage Permissions, and add any other appropriate permissions to the space. Requests to recover permissions are recorded in the Confluence audit log.
People with System Administrator permissions are able to manage permissions for all spaces, they do not need to first recover permissions.
