I read this article: http://confluence.atlassian.com/display/DOC/RSS+Feed+Macro
and found that The RSS Feed macro will only be available if it has been enabled by your Confluence administrator. Also, your Confluence administrator can define a whitelist of trusted URLs. You will see an error message on the Confluence page, if the included URL is not in the whitelist.

I just need to request this be turned on?

The RSS macro, in specific, was disabled many versions ago due to security concerns.
