In this support page, (Comment on pages, live docs, whiteboards, and blog posts | Confluence Cloud | Atlassian Support) under 'Review all comments in a single panel' it shows that we can view all comments in a panel on the right side of the page but when I click on the Show Comments it does not open a panel.
Could you please let me know how can I have this panel?

From the description, it sounds like you’re expecting the “Review all comments in a single panel” feature to open a comments sidebar on the right. In Confluence Cloud, this panel is only available when there are inline comments (the kind you add by highlighting text) on the page. If there are no inline comments, clicking “Show Comments” will not open the panel. It will just display page-level comments at the bottom.
If you do have inline comments and the panel still doesn’t open, it could be a browser/cache issue. You might want to try:
I’m also curious. What’s your main goal with having all comments in a single panel? Are you looking to review feedback faster, export them, or something else? Knowing your use case might help point you to the best option (or even an app that could help).

Currently the only way for us to view/read the comments is via this little window:
This window appears either when we click on the comment icon on the top toolbar or when we click on the highlighted text.
I cannot find anywhere the side panel showed on the help page which would allow us to see/read all comments in one window.

Thanks for clarifying. I see exactly what you mean about wanting a single view with all comments in one place, instead of having to click through each small pop-up window.
Our team at Simple Tables for Confluence is actually working on a POC around this. The idea is to be able to pull all inline comments from a page and display them in a table directly in Confluence. This way, you’d have everything in one structured view, without needing to open each comment individually.
We’re aiming to have an early version ready soon, and I’d love to know if you’d be interested in trying it out once it’s available. If so, it would be helpful to hear which fields you’d find most useful in the table — for example:
Comment text
Author
Date created / last updated
Status (open/resolved)
Link to the exact location in the page
And of course, this wouldn’t stop there, since it’s in Simple Tables, you could use calculated columns (e.g. “Days since comment”), grouping (e.g. by status or author), or filtering to focus only on unresolved comments.
If this sounds interesting, I can keep you posted as soon as the POC is ready for early testing.
