Section Tool not appearing with "new" editor

I want to organize a page with sections.  All the on-line documentation shows me how to do this by selecting the "Layout" icon.  The Layout icon only allows me to enter columns and arrange those columns.  I want to have only one column, but have the page segmented into sections.

On an older page where I could do this, I see the sections.  Text comes up as "the page uses the old editor.  Some of the content is not supported in the new editor"

@Jeff Beckstead sections was removed in the new editor, but there is a support ticket open to add it back.
