I am looking to share progress reports with customers. These reports would typically be tables displaying data from Jira queries. I can create the pages - no problem.
My question is whether there is any way to share these pages without having to give our customers access to the underlying Jira instance?

Making a confluence page public, doesn't give access to either confluence of jira for any person without a license (that is if you have anonymous access closed as well). They will be able to see these page, they might be able to interact and click on some links, but they will end up on a deadlink.
You could try to turn on public sharing for a test page and open it from an incognito window. You will end up with something like the following (with a jira issue macro in it):
