We have 4 countries headed by a Global team. How would we be best to setup the business streams i.e. HR, Finance, Marketing, IT, Ops, Business Admin, Health&Safety etc.
Should we just have one HR space for example then a core page in that for Global, NZ, Australia, Ireland and South Africa? or should we have a space per country example HR Global, HR NZ, HR Australia, HR Ireland.
Majority of staff work in one country only but we may have some cross functioning roles.
I understand permissions and groups can be used in each as required.

I think having a single space will be a better option. You can then create sub-pages for different business streams like HR, Finance, IT etc and grant appropriate permissions to them.
If required the individual business streams can have their own spaces to collaborate and share documents which are not relevant to other business streams. You can create sub-pages country-wise in there.
By having a single global space you can manage all the content centrally and create templates that everyone within that space can use. You can define a process like labelling pages so that you can easily find content within that space.
