We have recently upgraded to Confluence 6.2.0. When scrolling some pages in Chrome the table header row 'sticks to' the top of the browser window. There are some exceptions detailed at the bottom of this page:

Should an extra bullet be added when the table is inside a macro?
We use the RMsis Planned Requirements macro to populate a table with requirements. The table header exhibits this 'sticky' behaviour unless it's inside an Expand macro.

If you have Table Filter and Charts add-on installed in your Confluence, you can use Table Filter macro freezing rows option as a workaround.
Please elaborate more on your question, "Should an extra bullet be added when the table is inside a macro?" Do you mean that a bullet is appearing unexpectedly or are is it that you need to add an extra bullet when you put a table in a macro?
The sticky header row is meant to make long tables easier to read. If you don't want the sticky headers, the list at the bottom of the page you linked explains what will "break" the stickiness. One of the ways would be to add an entry on the header row that is not marked as a header: "...no header row or there are cells in the top row that aren't marked as headers."

I was referring to the Help article which has a bulleted list of exceptions, headed "Table headers aren't sticky when your table:". One of the options includes when the table is inside another table. I'm suggesting that another exception is when the table is inside a macro e.g. Expand.
