Superimpose text on image?

Hi, I would like to be able to place some text onto an image on a page, and have the text stay in its position, even when exported to PDF. 

Bonus if arrows can also be used.

(Why? Because we reuse the same issues for different translations of the same material, and if the text is included in the actual images then we have to actually recreate each image in each language.)
