Suppressing Daily Update Report ("Confluence changes in the last 24 hours") emails that are without any content of substance

Since upgrading to Confluence 5.10 from 4.2, our users are now getting daily update reports ("Confluence changes in the last 24 hours" that are empty (without any content of substance) when there has been no activity. I thought the system was smart enough to avoid sending reports when there was nothing to report. Is there a setting for this? Is it a feature that disappeared or that ought be implemented. Help solving this frustrating situation would be most appreciated.

It turns out that some users are getting empty email messages even when there definitely was new and changed content that they should have been notified about in the "Confluence changes in the last 24 hours" email message. Won't someone please help use understand what is going on and how to fix it? Thanks.
