Table of Content Zone Inner macros

I have an issue with the Table Of Content Zone macro in that if I add Jira links within this zone and set to display as a card, when published they are displayed as regular links.

Is this to be expected?

My hypothesis is macros within the content zone are not being post processed correctly.

By the behavior you are describing, it seems you are being affected by the bug below:

• Table of Contents Zone macro displays tables and panel macros as legacy editor

To give you more context, the display card, embedded or smart link cards is a feature only available in the new editor.
Even though it displays for you in the edit mode like it would be displayed in the new editor format and etc, when it is published, it is rendered in the legacy editor format, which does not support the Smart Links feature, which the display card is part of.
