Is there a way to set the Bullet style for a Table of Contents so that it is always the Mixed Bullet style? My team and I are certain it was set to this and recently have noticed we have to manually edit it when we create a new page.

I think you always made a new page based on a template that was available in the space.
You can check if it is still there and you can use it.
It might be that the template has changed.
We are in the same boat. The default used to always be the "Mixed" style, and old pages retain that, but new TOC macros have it set to "None" by default. We are not using templates for this.
Is there a way to change the default for the macro back to be "Mixed"? The "None" style doesn't make much sense as a default.
