Table of content static?

I try to create a static table of content, when I scroll down or up I need that table of content don´t move.

I think you mean a floating Table of Content or a Navigation Panel so the headers are always visible. 

Confluence does not have this natively. There are two requests open for Atlassian develop a feature like this:
