Temporary Permission Error using tiny link

This morning at least two users with permissions to a page in confluence received a permission error when using the tiny link.  After repeated attempts and a over 1/2 hour of trying, the tiny links started to work.  Is this something that I should be concerned about?  Is there some type of process which may have impacted the ability to use tiny links? Confluence 5.5.3   -  Should I open a service request?

Hello Larry, please comment your Confluence version as such we can look further - there were reports of issues with the links earlier as in https://jira.atlassian.com/browse/CONF-27049 which may be the case.
