Question 1:

Can you tell me if there is an article on how to set up the confluence \ jira page for the duration of the work, so that not a 503 error is displayed (the service is unavailable), but your own page indicating that work is in progress?

Question 2:

Can I restrict access to the service only for certain persons during the work?

For Question 1 - Though I have not done this personally, I have found this thread where this has been discussed on how it can be achieved.

For Question 2 - You can try disabling the user directories and create an internal group directory and add members to that group, so that only those users will be able to login to confluence. But if your service itself is down, there's no use of it.
