The tab key indents when adding an inline comment to a page

The tab key now indents when adding an inline comment to a page. I could have sworn it used to change focus to the buttons below the text widget. This change is very annoying, since I don't think I'd ever want to indent inside an inline comment, and I use the keyboard heavily to switch focus from different elements on the page.
