I am using the cloud version of confluence and attempted to export a document as Word. I then tried opening this as Word, which I could not do. Opening the document in a text editor I see the content is actually formatted as an e-mail, using multipart format with an HTML part.
Is anyone else running into this issue? As a workaround we are exporting as PDF.

This is a known issue that was reported 8 years ago today. https://jira.atlassian.com/browse/CONFSERVER-38237
Same problem here, Confluence 7.18.3, server version. Any update on this?
