UPM not loading on Confluence Server 7.1.0

When I try to view UPM in the "Manage Apps" page, the actual page loads fine but the list of add-ons never populates and just pinwheels me.  This is happening for all admin.  

No issues found using the troubleshooting and support tools.  Nothing in log analyzer.  As far as I can tell, all the add-ons are working fine.
