Is the user a licensed user of Confluence?

Has the user ever logged in to Confluence?

You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.

In Space Permissions I have added him,only in page restrictions his not is not coming

Can you confirm that the user has logged in to Confluence at least once?

Please check the user license. If the user has not the confluence-user license then it will not be visible.

If its recently added then wait for an hour then try.
