Unable to create new space

I had been running confluence for about a month in AWS based VM. It has 4 GB of physical memory. I increased confluence JVM to -Xms2048M and -Xmx2048m.

I am not able to create new space, have 3 existing space's.  

I am admin on confluence, and member of confluence-administrators & confluence-users.

Error windows: An unknown server error has occurred.

No exception on confluence logs. Restart does not help.

this is a known bug which is fixed in the latest release 6.15.4
