Upvoting a line in a chart?

I am attempting to make a chart and add a column where individuals can rank each line with either a likert 1-5 scale or a simple upvote.

Is this something I need to pay for to get a plugin?

Is there a way to do this with no plugins?

I know this is an older thread but if someone still finds it, we also made a plugin called Vote button, it's a simple macro that shows upvote and downvote buttons.

We would love for anyone to try it.

There is not really a great way to do this with delivered functionality other than creating a table with the user's names on the columns and items to vote on in the rows.  Users could then enter their votes.  There are a lot of marketplace apps that allow voting but I have not used any of them so I can not provide a recommendation.  You can however download and test them out.   https://marketplace.atlassian.com/search?product=confluence&query=vote
