As in JIRA, where ou can see all of a user's Project permissions, is it possible to list all the permissions, those of a certain user on all confluence spaces, using SQL and Postgres..?

That seems like the right solution for this, if the Environment was installed perhaps on a greenfield Environment, with Standard Installation.
however, in our case, that is not plausible.
if any possibility to run CLI for confluence, i would have to either search in the backend Postgres DB Servers, or maybe install the CLI plugin for confluence, and that is another Story. :(
