Hello, 

Could I kindly ask you to help me with setting permissions on Confluence page? Is there any way to take away the permission from users to create new pages and at the same time give permission to add attachments to the existing pages? In other words is there anything that can be done to prevent users from adding pages without affecting another edit abilities for Pages. When I try to change settings in a way: delete "pages" and add "attachments" it doesn't work.

Additionally, could you please advise how could I remove people from the Individual Permisssions list?

Add page gives you permission to create new pages and edit existing pages in this space (assuming the page is not restricted for editing). 

So the answer is no, you can't permit editing pages and simultaneouly prohibit adding pages.
