Users are seeing issues with Pages during Content Indexing

In Confluence version 8.4.2, users can not see page trees or edit pages when performing Content Indexing.  We are in a multi-node Data Center environment. Users are not forced to the second node when performing a Content Index.  In the prior versions, it would show the node being indexed and then being copied when completed.  

Users could finally see content several minutes after the Content Index was completed.

Is this only affecting specific space or it is global?

I think that first you should check if any customization to the layout is applied. That is very common the root cause of problem with viewing pages.

I would also recommend checking if Page Tree macro is showing pages correctly while doing the Indexing or if you have option to view and Reorder Pages 

You might also refer to this documentation where there are some tips on how to handle reindexing to minimal import for end user when on cluster node for example

If you're running Confluence in a cluster, remove the node rebuilding the index from your load balancer. Then, Confluence will then continue to use the existing index until the new index has been rebuilt successfully. Once propagation is complete, you can add the node back into the pool.
