Vote macro: If user responds, "No", they are required to leave a comment

We're using the Excerpt Include macro to place a quick "Was this topic helpful?" (Yes/No) survey question to the bottom of each Confluence page, using the Vote macro.

If a user answers, "No", is there a way to force them to leave a comment (so we can capture more info)?
