We are installing a backup server to have Confluence ready in case the primary server fails, but during the installation a license ir required. What would be the suitable way to do this installation? We cannot see a developer license in the actions of our license page.

Hi @Operations Supervisor Jira 2 Only a technical contact for your commercial/academic license is able to create a Developer license. Please refer this article fore more details. I will also suggest you to raise a support ticket to Atlassian Support for faster resolution to your query.

I am using a technical contact but I cannot create that kind of license. Could anybody help with this? Atlassian doesn't give us support as we have a starter license.

Ah ok, Atlassian Starter Licenses do not include free Developer Licenses, If you need a development environment for your Starter License you will need to purchase an additional Starter License, unfortunately you are out of options here.

But if my primary server fails, I expect we could re-use the same license, or they should give a new license for a new server.

Yes, I think that should work. If the primary server itself is down, the license added in it should not count and you can re-use it on another server. I would suggest getting this confirmed from Atlassian Support :)

You can do this - if your backup server is a (cold) clone of the production server, then your production licence will lie dormant in it, and work fine when you bring up the backup.
(By "cold", I mean you've basically made a copy of the production server installation, pointed to the backup copy of the database and it is not running. When you lose production, you re-point your network to that dormant server, restore and/or start the backup database as a primary, start Jira and run a full re-index before telling people it's back)

For a standy server, you are usually expected to use a "developer licence", which comes with your main licecnce and is intended for exactly what you're doing, alongside development, test work and in fact, every other use you might have for a non-production copy of, or supporting version of, your main server.
However, your licence has expired, so you do not have access to it. If you renew your licence, you'll be able to get a developer licence.
Without that though, you are a bit stuck - you can't get evaluation licences any more. I'd raise a support request with Atlassian if you really need to get this going.
However, you also need to bear in mind server is going away - in 18 months, your system will be unsupported no matter what, so I'd actually be questioning why you're trying to build backup services for something you need to be sunsetting.
