What are the Namespaces for Labels for in Confluence?

Hi, 

I'm developing a Confluence App and noticed that the Label class in Confluence does have a property "namespace". I've digged into that in the code and saw that there are some methods checking if the namespace is set to "public" or "owner". 

I can't see any options in the Confluence UI related to this. Do namespaces affect labels in some way? If yes, how do namespace affect labels?
