What permissions must a user have to see the Dashboard?

One of my users is getting a "Not Permitted" message after successfully logging in. He's not in the "confluence-users" group. Might that group exclusion be a reason?

Hi, please check your global permissions in Confluence by going to Confluence admin->global permissions. You will at least need the "can use" option to see the dashboard.

By default, this is the confluence-users group, but you are free to configure it otherwise.
