When I double click sdk-installer, an exception 'Could not access key 'occured.

My system is windows 64.
I have downloaded sdk-installer-8.2.6.exe from https://marketplace.atlassian.com/apps/1210950/atlassian-plugin-sdk-windows?hosting=server&tab=overview. But when I double click the exe file, an error following occured:
