A user created a draft that has not been published. Permissions have changed and he no longer has access to edit the draft. How do I find it so I can see what the permissions are.

is this a draft of a completely new page, that never has been published or unpublished changes of an already published page? I assume the last one, as you cannot restrict an unpublished draft. I also assume that you use Confluence 6 with collaborative editing switch on.
As drafts are shared between all users working on a page until one user publishes the page (Collaborative editing), it could be, that some other editor has published the draft. In this case the draft is gone (published).
If you or the user is sure that someone changed the restrictions of the page the user edited or the permissions of the space the page is stored in, the user should try to remember the title or some content of the page. You can then search for this content/page. Make sure that yourself has the right view the page.
There is no overview report on pages with unpublished drafts, sorry...
