Where is the option to connect an LDAP Directory?

I followed this article, https://confluence.atlassian.com/doc/connecting-to-an-ldap-directory-229838241.html, which is the only thing I can find. But there is no 'User Directories' or anything that gives me the option to add a directory. Is it because we are on the free plan? If that's the case I also can't find that limitation in the documentation anywhere.
