Confluence Server v6.9.1
Adding a page comment, or in-line comment to a page removes my browser's vertical scroll bar, and it does not return until I refresh the page.
Observed in:
I tried to enter this as a bug, but got denied due to a permissions issue.

Confluence was upgraded to v6.12.0
Issue resolved.

Thanks for the responses.
The issue is reproducible on every PC in our organisation, all some variant of Windows 7 or 10.
Also reproducible using Edge.
Also reproducible on Chrome in Android, unless it's the Mobile Version of the page; then it's okay.
I also just tried Opera portable, same issue there.
Occurs with or without plugins.
I want to make sure I know what the likely cause is (server setting, or known bug) so I don't suggest the wrong solution to our IT department.

I see you've already raised a support ticket for this issue, so I will allow the engineer there to troubleshoot your issue.

Roman mentioned he cannot replicate the issue on macOS, but it appears you might be using Windows.
Can you let us know what version of Windows you're using so we can try to replicate the issue?
Does the issue occur in Edge as well, if you have it?
Do you have all add-ons in your browsers disabled when you're replicating this?

I couldn’t reproduce the same behavior with Confluence 6.12 with different browsers in macOS.
I would suggest creating a support ticket with Atlassian Support team who can create bug reports on your behalf.
